I am using a friends account. My name is Karina and I work in the makeup industry, I do Makeup consultations, and mekup for proms or weddings. Now here is the tip to remember. If your eyes are dramatic, then your lips must be calm or natural. and if your lips are dramatic your eyes must be calm or natural. Because if you have eyes and lips dramatic you end up looking like a clown for ex: red lipstick and bright green eyeshadow, ew! So with your red lips, i would recomend a soft eye look, using neutral colors, and maybe a light gold with browns or tans. :) good luck!
Anytime is a good time for red lipstick. What I do is keep the eye makeup minimal. I usually wear a brown or black eyeliner on the top of the lid and wear a black mascara, then curl the lashes. This keeps you from looking overdone but you look really classy and pretty.
I think that you should wear minimal eye makeup when wearing red lipstick. Just wear mascara and gold eyeshadow.
