If your black lips have been caused by drinking too much tea, coffee or by smoking, you will need to cut it down before your lips can lighten. Apply Vaseline to your lips regularly. Ghee is also very good, apply a little ghee every night. This keeps lips moisturised. You could also apply lemon juice to your lips daily, to lighten them slightly. Wear lipstick with sunscreen, as uv radiation may cause pigmentation.

but, you can pinch them gently. It makes your blood vessels swell bringing more blood to the surface. Or you can aply a warm compress for the same effect.
There are also lip products that don't apply color but use things like cinnamon and peppermint to plump your lips which also brings some color to the surface.

apply buttermilk on ur lips b4 going to sleep(ur mouth may taste funny in d morning but u will surely get the desired results)or u can apply red raddish's juice to ur lips for those luscious pink lips to die for!!!
Apply a little blush to the lips. A blush that fits your skin and stick a little chapstick on. I have pretty dark lips to. I just take a quitip and lotion, rub the lotion on the Qtip and rub it on my lips. That does it 4 me!
